New time rule for WiFCON 2013

I have put together some new time rules that we think are an improvement over the previous set. Follow the link for a PDF. Bob indicated that these rules will be an OPTION for a table this year. The speed clock rules are still the default.

All feedback is welcome.

Here are the highlights:
1. ALL time is on the clock. Principle is that time is on the moving side’s clock per sequence of play. Shared time comes from the Allied clock.
2. Each side starts with 3 hours, less time spent through bidding (half charged to each clock)
3. After setup and after every successful turn die roll 1:20 is added to the Allied clock and 1:00 to the Axis clock
4. Each side starts with 3 hours bank time. You can increase your bank in whole hour increments. Each player controls one hour of this bank.
5. Players should plan to play 12 hours/day. If extra time is played or less time, the difference is split between the clocks.

When out of time:
1. You use bank if you can, in whole hour increments.
2. If no bank is available penalty is 1 VP for offending side. Opposite side gains 1 VP, but maximum bonus is the number of turns not played. Tournament player has option to reverse penalty for players on a side not consuming the time.

The intent is to keep games on schedule to finish and not penalize a fast side. The bonus can compensate for not finishing the game (which is basically a -1VP per turn not played penalty) and keep a faster side competitive.

Note that if everyone stays on schedule or if the sides are equally slow, there is no victory point impact. Only when one side is faster than another and the game doesn’t finish will there be bonus points.

A new turn sheet

Here is a modified version of the turn sheet that I created. I improved the format for lend lease, and I made sure all the boxes are in turn sequence order. I expanded the space for US Entry but removed the partisan roll number, since there’s really no need to record that.

I changed the impulse number into a turn end number. The purpose of the turn end track is that you mark off squares equal to the current circled number in the weather.

There are many more columns than typically needed for the impulses. It is possible to record other kinds of per-major power information in the rightmost columns – use it for whatever you want.

When I fill out the impulse track, I typically use the left column for the impulse call and the right for the oil cost.
